The COE file I used "cdce72010_init.coe" has the following contents:

Using this configuration, PLL was not locked.
Based on my calculation shown in my first post, I changed the initial coefficient at 0xA is 0x3BFC270A. The PLL is still not locked.
I could read back all the configurations as you can see in my first post.
So what could possibly have gone wrong?
